They\u2019re tired of the in-fighting,\u201d he said while campaigning on Fielding Ave. on a mild October afternoon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The last municipal election was primarily a two-person duel between Plante and previous mayor Denis Coderre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But this one is marked by the emergence of new parties like Movement Montreal, which merged last week with Marc-Antoine Desjardins\u2019s Ralliement pour Montr\u00e9al.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Article content<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In an election where the two main contenders are neck and neck, third parties could act as spoilers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt could lead to some surprising outcomes when you have a three-way or a four-way race,\u201d said Daniel B\u00e9land, director of the McGill Institute for the Study of Canada and James McGill professor of political science.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Plante-Coderre rivalry is like \u201can old movie where Denis Coderre is still talking about mega projects and putting the city on the map internationally, and Val\u00e9rie Plante is the green candidate, the progressive candidate,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Enter Holness, a former Alouettes football player who organized a 22,000-name petition in 2018 to force the city to hold public consultations on racism and systemic discrimination.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Article content<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Movement Montreal is running candidates for 74 of the city\u2019s 103 seats in the Nov. 6-7 vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis will add some spice to the campaign,\u201d B\u00e9land said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt will be fascinating to see how this new party headed by Mr. Holness will play out, especially in a heavily anglophone borough like C\u00f4te-des-Neiges\u2014Notre-Dame-de-Gr\u00e2ce,\u201d he added.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/smartcdn.prod.postmedia.digital\/montrealgazette\/wp-content\/uploads\/2021\/10\/1009-city-3rd-parties-8919.jpg?quality=90&amp;strip=all&amp;w=288\" alt=\"\u201cThere\u2019s a definite disparity between the more affluent parts of the borough and the lower-income side,\u201d said Matthew Kerr, right, Movement Montreal\u2019s mayoral candidate in C.D.N.\u2014N.D.G., as he campaigned with Joel DeBellefeuille, centre, the party\u2019s candidate in Loyola district this week.\"\/><figcaption>\u201cThere\u2019s a definite disparity between the more affluent parts of the borough and the lower-income side,\u201d said Matthew Kerr, right, Movement Montreal\u2019s mayoral candidate in C.D.N.\u2014N.D.G., as he campaigned with Joel DeBellefeuille, centre, the party\u2019s candidate in Loyola district this week. Fournier of Qc125\/338Canada.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe benefited from a split vote and I think the same thing could be happening here because Mr. Holness could probably be more popular among anglophones than francophones,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Just one per cent of francophones support Holness, while 15 per cent of non-francophones say they\u2019ll vote for him, according to a L\u00e9ger poll for Le Devoir published two weeks ago.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Article content<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">If that trend holds, Holness could make inroads in C.D.N.\u2014N.D.G, the city\u2019s largest borough, with close to 10 per cent of the population. Four out of 10 borough residents speak only English at home, while just over one in four speak a non-official language at home and almost one in 10 speak English plus one or two other languages at home.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Coderre is slightly more popular among non-francophones (38 per cent) than francophones (35 per cent), Plante is less popular among anglos, with just 27 per cent of non-francophones saying they\u2019d vote for her, compared to 45 per cent of francophones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Non-francophones are also more likely to want a change at city hall (54 per cent) than francophones (42 per cent).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Holness has said if elected, he\u2019d seek special status for Montreal as a bilingual, multicultural city-state. But it\u2019s not clear whether he still intends to hew to that line after the merger with Ralliement pour Montr\u00e9al, whose program called for the recognition of Montreal\u2019s \u201cessentially French-speaking character.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Article content<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">At any rate, there is virtually no chance of the Quebec government ever consenting to such a request, said B\u00e9land, who called the proposal unrealistic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think it is a way of letting off steam,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The city-state trial balloon comes at an uneasy time for anglophones, as the Quebec government holds hearings on Bill 96, overhauling the Charter of the French Language, B\u00e9land noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think that the context of Bill 96 is quite important, especially because we have these public hearings and discussions about Bill 96 at the same time as the campaign is unfolding here in Montreal,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI suspect that for many anglophones, Holness could attract protest voters who are unhappy about what\u2019s happening in Quebec with the Legault government,\u201d B\u00e9land said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Article content<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In the hard-luck neighbourhood around Fielding and Walkley Aves., some business owners seemed receptive to the new party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re doing something for the neighbourhood that I haven\u2019t seen anyone doing,\u201d said Marvin Guillaume of the Island Pride Restaurant, where Kerr and Joel DeBellefeuille, the party\u2019s candidate in the Loyola district, paid a visit while going door-to-door in the borough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPeople look at (the neighbourhood) negatively,\u201d said Guillaume, whose father, George, opened the restaurant in 2010, serving up jerk chicken, oxtail, chicken roti, goat roti and curry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe area had its history of violence and drugs but it has gentrified big time. It\u2019s now quite calm and peaceful,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s a definite disparity between the more affluent parts of the borough and the lower-income side,\u201d said Kerr, who is promising more funding for community organizations and youth programs.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Article content<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re a community organization wearing a political hat,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DeBellefeuille, best known for winning a landmark judgment last year by the Quebec Human Rights Tribunal over racial profiling by Longueuil police, said many in the less fortunate corners of the borough pay little attention to politics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think they have been pushed down so long, neglected so long, they don\u2019t believe anything could come of it,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have to convince them that we can do change,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DeBellefeuille said he has successfully pushed the borough to force a landlord to fix up the collapsing fa\u00e7ade of a vacant apartment building on Walkley Ave. and trim weeds in Confederation Park.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/smartcdn.prod.postmedia.digital\/montrealgazette\/wp-content\/uploads\/2021\/10\/1009-city-3rd-parties-1.jpg?quality=90&amp;strip=all&amp;w=288\" alt=\"Sue Montgomery, incumbent mayor of C\u00f4te-des-Neiges\u2014Notre-Dame-de-Gr\u00e2ce borough, said voters are unhappy with mayoral candidates Val\u00e9rie Plante and Denis Coderre. \u201cI really get the sense that people don\u2019t like either one, so there\u2019s a real soul searching going on, like, \u2018Who am I going to vote for for mayor?\u2019\u201d she said.\"\/><figcaption>Sue Montgomery, incumbent mayor of C\u00f4te-des-Neiges\u2014Notre-Dame-de-Gr\u00e2ce borough, said voters are unhappy with mayoral candidates Val\u00e9rie Plante and Denis Coderre. \u201cI really get the sense that people don\u2019t like either one, so there\u2019s a real soul searching going on, like, \u2018Who am I going to vote for for mayor?\u2019\u201d she said. Photo by Pierre Obendrauf \/Montreal Gazette<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Also challenging the two main parties in C.D.N.\u2014N.D.G. is incumbent borough mayor Sue Montgomery, who founded the local Courage \u2014 \u00c9quipe Sue Montgomery party after being ousted from Projet Montr\u00e9al over harassment allegations against her chief of staff, Annalisa Harris. Harris is now running in the Loyola district.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Article content<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s no doubt that the division between Sue Montgomery and Val\u00e9rie Plante will hurt Projet Montr\u00e9al,\u201d said Caroline Patsias, a professor of political science at the Universit\u00e9 du Qu\u00e9bec \u00e0 Montr\u00e9al (UQ\u00c0M).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A similar contest is underway in Villeray\u2014Saint-Michel\u2014Parc-Extension, where incumbent mayor Giuliana Fumagalli has also started her own party after being dumped from Projet Montr\u00e9al, also over allegations of harassment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And in Montreal North, a Coderre stronghold where incumbent mayor Christine Black won two-thirds of the vote in 2017, there could be a three-way race between her, Projet Montr\u00e9al\u2019s Will Prosper and Carl-Henry Jean-Fran\u00e7ois of Movement Montreal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn Montreal North, it is extremely difficult to compete with Coderre\u2019s Liberal networks,\u201d Patsias said. However, she added that Projet Montr\u00e9al has a very strong candidate in Prosper: \u201cI think he has every chance. It\u2019s an excellent choice.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Article content<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Campaigning near Queen Mary Rd. this week, Montgomery said voters are telling her they\u2019re not happy with either Plante or Coderre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI really get the sense that people don\u2019t like either one, so there\u2019s a real soul searching going on, like, \u2018Who am I going to vote for for mayor?\u2019\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Resident Amar Zeghouati said he hadn\u2019t had time to think about the municipal election yet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a bit complicated this time because there are a lot more candidates and a lot more parties,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another resident who asked not to be named said he was still angry with Montgomery over the bike path installed on Terrebonne St. last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t care what happens as long as Plante doesn\u2019t win and she doesn\u2019t win,\u201d he said.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/smartcdn.prod.postmedia.digital\/montrealgazette\/wp-content\/uploads\/2021\/10\/1009-city-3rd-parties.jpg?quality=90&amp;strip=all&amp;w=288\" alt=\"\u201cWe\u2019ve been very focused on a very strong, local campaign in C\u00f4te-des-Neiges\u2014Notre-Dame-de-Gr\u00e2ce: strong candidates, strong branding, strong, local platform,\u201d said Lionel Perez, Ensemble Montr\u00e9al\u2019s mayoral candidate in the borough.\"\/><figcaption>\u201cWe\u2019ve been very focused on a very strong, local campaign in C\u00f4te-des-Neiges\u2014Notre-Dame-de-Gr\u00e2ce: strong candidates, strong branding, strong, local platform,\u201d said Lionel Perez, Ensemble Montr\u00e9al\u2019s mayoral candidate in the borough. Photo by Pierre Obendrauf \/Montreal Gazette<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">With Holness and the parties that have splintered from Projet Montr\u00e9al all targeting former Projet voters, vote splits could affect Plante more than Coderre, Patsias said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Article content<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">However, Coderre\u2019s campaign has failed to lift off, squandering a 10-point lead last spring to fall to a statistical tie with Plante by September.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Coderre\u2019s satisfaction ratings for his time as mayor from 2013 to 2017 \u2014 at 43 per cent \u2014 are even lower than Plante\u2019s, at 46 per cent, the L\u00e9ger poll indicated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the ground in C.D.N.\u2014N.D.G., Coderre\u2019s troops are downplaying the party leader.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve been very focused on a very strong, local campaign in C\u00f4te-des-Neiges\u2014Notre-Dame-de-Gr\u00e2ce: strong candidates, strong branding, strong, local platform,\u201d said Lionel Perez, Ensemble Montr\u00e9al\u2019s mayoral candidate in the borough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Perez said he placed no faith in polls because the margin of error is too high.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last month, Coderre dumped English Montreal School Board chair Joe Ortona as the party\u2019s candidate in Loyola, after the board opposed Bill 96 and questioned whether Quebec is a nation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Article content<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Ortona is now running as an independent on the slogan \u201cStanding up for You.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/smartcdn.prod.postmedia.digital\/montrealgazette\/wp-content\/uploads\/2021\/10\/1009-extra-third-parties-1.jpg?quality=90&amp;strip=all&amp;w=288\" alt=\"Gracia Kasoki Katahwa, Projet Montr\u00e9al\u2019s mayoral candidate in C.D.N.\u2014N.D.G., speaks with Hakeem Samu on Queen Mary Rd. But she asked the government to reconsider forcing municipalities to stop communicating in a language other than French with immigrants six months after their arrival. She also said she would like to keep the existing 311 telephone information service, available in languages other than French, which is needed in the event of emergencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dirty streets and parks and public security are among citizens\u2019 top concerns, Perez said this week, while campaigning in western N.D.G.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Resident Elena Popova told him she had been robbed three times and wanted a stronger police presence and more efforts to deter youth crime.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Article content<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Criticized for the lack of diversity in her caucus during her first term, Plante now has a slate where 47 out of 103 candidates are from racial and ethnic minorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ringing doorbells in eastern N.D.G., Gracia Kasoki Katahwa, Projet Montr\u00e9al\u2019s mayoral candidate in C.D.N.\u2014N.D.G., promised, if elected, to listen to residents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A nurse-manager who has worked at the Jewish General and St. Mary\u2019s hospitals and as an administrator with the Quebec Order of Nurses, she said she knows the borough well even though she lives in Hochelaga.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While she supports her party\u2019s efforts to make the city greener and more bike-friendly, Katahwa said she\u2019s a believer in achieving consensus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m a bridge-builder,\u201d she said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Spoiler alert!
